Sloan Consortium Quality Scorecard A comprehensive and detailed rubric for evaluating distance learning programs.
QualityMatters.org Started out as a FIPSE grant, developed excellent quality standards and training for teaching and evaluating online courses. Is no longer entirely open source, and their training and evaluation services can be a little pricey - They also offer peer review certification of online courses. After going through their reviewer certification process you can volunteer as a reviewer and receive an honorarium (a few hundred dollars) for each review.
