Ulrich's Periodicals Directory allows you to look up a journal title and find out whether it is
refereed (peer-reviewed)

Look at the periodical's web site or hard copy (print), and:

Check the "Instruction's for Authors" pages in the publication. Articles are considered to be refereed (peer-reviewed) if authors are asked to submit multiple copies of the same article. The editor usually wants extra copies to send to reviewers.

Check the journal to see if there is an editorial board for the journal. The members of this board usually serve as reviewers.
