Trustees approve budget request based on performance incentives

University of Southern Indiana's Board of Trustees on September 2, 2010, approved an increase in the University's legislative request for operating appropriations of $3.6 million in the 2011-13 biennium. The request was prepared under the performance-based funding incentives identified by the Indiana Commission for Higher Education. The appropriation request also includes a change in the debt service appropriation for the Teaching Theatre-Replacement Project in the first year of the biennium and for the Classroom Expansion/Renovation projects in the 2011-2013 capital budget in the second year of the biennium.

Basic needs
These are the requests following performance-based adjustments:

Successfully completed credit hours: USI requests $2.4 million for successfully completed credit hours. The completion incentive is based on $4,675 per additional Indiana student.

Dual Credit Hours Successfully Completed Credit Hours: Interest in opportunities for students to earn college credit while still in high school has grown significantly in recent years. State legislation has mandated the availability of dual credit coursework in high schools throughout Indiana. USI requests $336,600 for dual credit successfully completed credit hours.

Change in Degree Completion: USI requests $645,000 for 129 additional degrees conferred based on a two-year average.

On-Time Degree Completion: The performance incentive for on-time degree completion, or completing a baccalaureate degree in four years, increased by .4 percent from 2003-2004 to 2005-2006. The request is for $35,440.

Low Income Degree Completion: In 2009-2011, a performance incentive was initiated for changes in baccalaureate degrees awarded to Pell Grant recipients. The University requests $220,000 for an additional 44 degrees conferred based on the two-year average.

No requests were made for increased operating costs, though the University continues to experience increased costs.

In the USI operating budget there is a separate line-item appropriation for Historic New Harmony, one of USI's outreach efforts in Posey County. The request is for continued funding at the current level of the line-item appropriation to support the preservation, education, and interpretive programs of the town of New Harmony, a state and national treasure.

In other business, the board members also approved 2011-2012 housing rates for apartments/residence halls and a $50 increase in meal plan rates. The rate for an apartment with two students per bedroom is increasing by $90 same dollar increase for two students per bedroom in residence halls.
