Motor Vehicle and Parking Regulations

Campus Parking Lots: A, B, C, D, E, F, G, H, J, K, L, Physical Activities Center, and Recreation and Fitness Center are for commuter students, employees, and visitors. Vehicles with Campus Apartment Complex decals are not permitted to park in Campus Parking Lots between 6 a.m. and 3 p.m. on class days

Campus Apartments: O’Daniel South, O’Daniel North, McDonald West and McDonald East.

Parking spaces in campus apartment complexes are reserved for residents of each complex. A current area parking decal is required. Residents may register as many vehicles as they wish, but only one vehicle at a time can be issued a decal. Residents may not park in non-resident parking areas during posted visiting hours. Residents may park in non-resident parking spaces in their assigned area between the end of posted visiting hours and the beginning of the next scheduled visiting hours with a current area parking decal. Apartment complex residents MAY NOT use non-resident parking areas in other complexes at any time.

Campus Residence Halls: Newman, Governors, O’Bannon and Ruston Halls.

Residents of the halls are allowed to park in all campus parking lots. When visiting the campus apartment complexes, they may only park in designated non-resident parking areas and only during posted visiting hours.

Visitor Parking

Visitors to campus may park in any campus parking lot.

Visitors to any University housing apartment complex may park only in designated non-resident parking areas during posted visiting hours. Overnight guests must register with the Housing and Residence Life office and obtain a guest parking permit from the Parking Department.

Disabled Parking

Disabled persons may use designated parking spaces by displaying a state-issued disabled license plate/placard, Disables American Veteran plate with the nationally recognized ADA symbol, or a USI temporary disabled parking tag. Disabled parking placards and USI temporary disabled parking tags must be hung from the interior rear view mirror or be displayed on the driver's side dash. The entire permit must be visible. Applications for USI temporary disabled parking tags are available at the Parking Department Office.

Campers, Busses, Vehicles with Trailers and Oversize Vehicles

Campers, Busses, Vehicles with Trailers, and oversize vehicles pose unique parking problems. Drivers of these vehicles should contact the Parking Department for parking instructions prior to parking the vehicle. When the Parking Department is closed, the Security Department should be contacted. The Security Department is open 24 hours every day.

Vehicle Registration

Vehicles parked in Housing and Residence Life apartment complexes are required to display a current parking decal. Residents of campus apartments (excluding residence halls) are required to register their vehicles with the USI Parking Department and will be assigned a parking area. Faculty, staff, residence hall students, and commuter students are requested to provide vehicle information to the Parking Department for all vehicles they intend to park on campus lots.

Motorcycle Registration

A registration decal is required for motorcycles, motorized bikes, and motor scooters operated and parked in housing apartment complexes. The decal should be attached permanently to the right side of the front fork. Two-wheeled motor vehicles may park in any marked parking space in housing apartment complex areas. Designated motorcycle areas are provided on campus for all two-wheeled motor vehicles. Use of these areas will help prevent damage to cars and cycles.

Parking Decals

Parking Decals are non-transferable and remain the property of the University of Southern Indiana. Decals shall be returned at its request. Decals must be permanently attached, with the adhesive on the decal to the outside of the vehicle in the location(s) indicated on the instruction sheet furnished with the decal.

Replacement Parking Decals

Lost or stolen parking decals should be reported to the USI Parking Department. A charge may be assessed for replacement decals.

Temporary Parking Permits

Temporary parking permits are issued to Housing and Residence Life apartment residents who must temporarily drive a vehicle other than the one displaying their parking decal. Temporary permits are issued for a maximum two week period with one renewal allowed. A charge may be assessed for temporary parking permits. Temporary parking permits may be obtained from the USI Parking Department during normal business hours.

Driving and Parking Regulations

The speed limit on campus is 15 miles per hour.
Parking is not allowed on boulevards or roads, in loading zones, within 10 feet of fire hydrants, or in other restricted zones identified by signs or yellow paint.
Vehicles may not occupy more than one space and must be parked within the painted lines indicating a parking space.
Parking is not allowed on sidewalks, lawns, or other restricted areas without prior approval of the Parking Department.
Pedestrians have the right-of –way in crosswalks at all times. Vehicles must stop and remain stopped while pedestrians are in the crosswalk.
All vehicles operated or parked on University property must be properly licensed and insured.
All Indiana Motor Vehicle Laws apply on campus.

Towing of Vehicles

Vehicles may be removed from campus if there are repeated violations of parking regulations, if the vehicle is left in a position constituting a hazard or the vehicle is abandoned. The owner of the vehicle will pay all costs and penalties of towing.

Abandoned Vehicles, Long-term Parking, or Vehicle Storage

Long-term parking or vehicle storage is not allowed on University property without permission from the Office of the President. Improperly registered or disabled vehicles, or any vehicle that is not moved within 48 hours after being cited for being abandoned, may be subject to towing at the owner’s expense. Long-term parking is defined as the continued use of a parking space for longer than five (5) days. Vehicle storage is defined as the use of a parking space by a vehicle that is not in operating condition. Abandoned vehicle is defined as a vehicle that satisfies the definition of either long-term parking or vehicle storage and whose owner or operator cannot be contacted by normal University methods.

Reporting Disabled Vehicles

If your vehicle becomes disabled on University property, report the problem to the Parking Department as soon as possible. If the Parking Department is closed, the Security Department should be notified. If you vehicle becomes disabled in the roadway, or any position constituting a hazard, contact the Security Department immediately for assistance. Turn on your hazard warning flashers if possible and move to a safe location near the vehicle to wait for help.

Illegally Parking in handicap space $50

Reckless Driving $50

Speeding and Moving Violations $50

All other violations $10 for first violation

$40 for second and subsequent violations

Payment of Fines

Violations are the responsibility of the person who has registered the vehicle on campus. Payment is to be made at the Cashier’s Office on the lower level of the Orr Center.

Appeals

A student who believes a ticket is not justified can appeal to the Student Government Association University Court. Appeal forms are available in the Dean of Students Office or the Parking Department. A copy of the student appeal form also is available on-line at http://www.usi.edu/sga/traffic.asp. University employees can appeal to the Traffic Appeals Committee. Forms are available at the Parking Department or the Human Resources Office. All completed appeal forms should be submitted to the Parking Department.

Revocation of Vehicle Privileges

Drivers who abuse the privilege of operating a motor vehicle on campus are subject to revocation of privileges.

Citation and Towing Policies

The parking fine system established by the university is designed to encourage compliance. Unfortunately, in instances when this system does not accomplish its objectives, other means must be used. The following procedures will be used to address habitual violations of Parking Regulations.

All citation totals resulting in a penalty action are based on the Semester in which the citation is issued.
A warning letter or email will be sent to a violator by the Parking Department upon the issuance of the third citation in a semester.
The issuance of a fifth citation results in the vehicle found in violation being towed and all information pertaining to this action is forwarded to the Dean of Students for student violators, or the department head for an employee.
The sixth violation results in the towing of the vehicle found in violation and a five week suspension of the violator’s driving privileges. * A student violator is referred to the Dean of Students for disciplinary action. Employees will be subject to the University disciplinary system.
The seventh violation results in the towing of the vehicle found in violation and an extension to 10 weeks of the suspension of the violator’s driving privileges.* A student violator is referred to the Dean of Students for disciplinary action. Employees will be subject to the University disciplinary system.
All violations subsequent to the seventh result in the towing of the vehicle in violation and suspension of the violator's driving privileges for a period of 15 weeks.
Driving while privileges are suspended will result in the immediate tow of the vehicle and disciplinary actions as determined by the Dean of Students or University disciplinary systems.
The number of tickets accrued during a semester expires at the end of the semester except for those persons on suspension at the end of the semester. Those having a suspension carried over to the next semester (see asterisk below) will have their count returned to “0” at the end of the suspension.

* Suspensions impact driving and parking privileges. Suspended persons may not operate a motor vehicle on University owned or controlled property. They may park on University owned or controlled property ONLY in locations designated by the Parking Department.

Suspension of driving privileges begins on the date the ticket is issued.
If a suspension runs past the end of a semester, the balance of the suspension carries over to the next semester in which the student is enrolled.
Suspensions remain in effect during the appeals process.
Fines and/or towing will be reimbursed for student appeals as determined by the SGA University Court.
