2005 Issues:
The March 22 issue contained the following story:
A report on making fast food healthier was covered widely. Time magazine and CBS and FOX television affiliates ran the story, as did United Press International, and a variety of online media, The Atlanta Journal-Constitution, Scientific American, Reuters, The Washington Times, ABCnews.com, BBCnews.com, FOXNews.com, WebMD, Daily Mail of London, Canada's Globe and Mail and India's New Kerala. The report was presented by chemists from the U.S. Department of Agriculture who identified a form of soluble cellulose that, if added to high-fat food, appears to slow down fat absorption and reduce the likelihood of developing insulin resistance, a precursor of type 2 diabetes.

The February 17 issue contained the following story:
From analyzing the popular margarita cocktail to introducing a new method for fighting Type 2 diabetes and lowering cholesterol, chemists will present their latest findings at the ACS 229th national meeting in San Diego, March 13-17. The worldwide lineup of scientists will feature presentations on research in health, medicine, food, agriculture, energy, materials, nanotechnology, biotechnology, green chemistry and the environment. The meeting will be held at the San Diego Convention Center, 111 West Harbor Dr., and surrounding hotels. Nearly 14,000 scientists are expected to attend and some 10,000 presentations are scheduled. 2005 Special Events

There are many activites planned for the upcoming year.
Please contact one of the section officers to see how you can participate.

Boy Scout Merit Badge: USI will host lab exercises to help the scouts earn
their merit badge on February 12.

Olympiad Exam: The local section exam occurs on March 18th. The national exam
occurs on April 16th. Both will be hosted at USI.

Earth Day: Related to the upcoming Earth Day, USI will host a
Chemistry Bowl program for area high school students on April 14.

National Chemistry Week: Numerous activities, including classroom visits and chemical
demonstrations will occur during the week of October 23-28.

The Capitol Connection is published to keep its subscribers informed about legislative and regulatory activities. Additionally, the Connection serves as a vehicle to encourage local section member involvement and interaction.

Bush Offers $2.57 Trillion Budget
President Bush sent a $2.57 trillion FY06 budget to Capitol Hill on February 7 that includes $840.3 billion for discretionary programs subject to annual appropriations. It envisions a 2.1-percent increase in discretionary spending overall--defense and homeland security programs would get more, while domestic discretionary programs would be cut approximately 1 percent. Congress Focuses on Green Chemistry
A new program to increase support for green chemistry at various Federal agencies has become an unlikely focus for the U.S. House of Representatives in this tight budget year. On March 16, Representatives Phil Gingrey (R–GA), Eddie Bernice Johnson (D–TX), and Vern Ehlers (R–MI) introduced The Green Chemistry Research and Development Act of 2004 (H.R.3970), which will advance federal coordination, dissemination, and investment in green chemistry research and development. With assistance from the American Chemical Society (ACS) and other supporters of green chemistry, the bill is quickly moving forward in the legislative process.

Support Math and Science Partnership Programs at NSF & DoEd The President's budget request proposes drastic changes in the Math and Science Partnerships (MSP) Programs at the National Science Foundation (NSF) and Department of Education (DoEd). Funding for new, competitive partnerships would be eliminated at NSF. In DoEd's MSP program, a significant portion of funding would be set aside for a focus on high school mathematics -- denying educators needed flexibility in addressing urgent problems in both math and science education. The budget process has just begun, so we can make a huge difference by speaking up now. Your input, and that of others in the Legislative Action Network, can encourage our leaders to propose a more responsible approach to funding these programs. We urge you to tell your members of Congress to preserve the science focus of the Math and Science Partnership programs.
