The University of Southern Indiana Political Science, Public Administration and Philosophy Department will host the 2025 Indiana Political Science Association (IPSA) Conference from 8 a.m. to 4:30 p.m. Friday, November 21 in Carter Hall, located in University Center West on campus.
Around 40 faculty and students will participate in multiple sessions throughout the day. Dr. Stephen Voss will give a keynote address titled, The Redistricting Wars: Political Science in the Courtroom, during lunch.
Voss has been a University of Kentucky faculty member since 1998. As part of his broader interest in cultural politics, he researches elections in both voting behavior and electoral rules. He has served as a consultant or expert witness in a half-dozen redistricting and voting-rights cases.
A nonpartisan analyst, Voss regularly appears in the media as a political commentator, including as a regular guest on WVLK radio and occasional columnist for the Kentucky Lantern, and he works as a political analyst for Louisville’s Spectrum One News. He holds a doctorate in government from Harvard University and two bachelor’s degrees from Louisiana State University, one in journalism and one in history.
This year’s conference will also include a networking reception for participants the evening before the conference at 6 p.m. on Thursday, November 20.

The Indiana Political Science Association is a non-profit association in Indiana, dedicated to the discipline of political science and promotes research and teaching in American government, public policy and administration, comparative politics, international relations and political theory.
