Hospitality expenditures: The provision of food, beverages and entertainment (e.g. tickets to performances, sporting events, or similar activities).
Necessary: Required to accomplish a legitimate University business objective that cannot be reasonably achieved without incurring the expense.
Appropriate: Suitable given the nature of the event, audience, setting, and the University’s role as a public institution of higher education.
Prudent: Careful and conservative decision-making; demonstrates stewardship of public funds.
Reasonable: Cost that are proportionate to the business purpose and consistent with what a neutral, objective observer would consider acceptable under similar circumstances.
Bona fide business purpose: Specific, substantive, and defensible reason why an expenditure advances University business rather than discretionary, personal, or social purposes.
External parties: Individuals not employed by the University, including students or families, visiting scholars, community and business leaders, advisory board members, prospective employees, donors, and other guests.
University employees: Faculty, staff, and student workers.
Infrequent: No more than six (6) times per year.
University funds: Any source of funding to the University regardless of source including grant funds, designated funds, and auxiliary funds.
